Complete project life-cycle oversight and guidance in the vendor selection, suitability analysis and coordination of mission critical business requirements for marketing, retail and back office finance and accounting systems integration with a Raymark POS (Point-of-Sale) vendor solution. Critical to this engagement was the coordination of communications and deliverables between the vendor and client executive, IT, 3rd Party vendors, retail supply chain integrations and financial groups to ensure deliverables and timeline executions were within scope / budget and all related risks were strategically addressed within both organizations. Complete infrastructure review and upgrading supporting a new office location and associated requirements for disaster recovery and long term systems stability. Accomplishments

    • Successful design and development for a new ecommerce solution, including POS, Inventory, database design, data warehousing functionality and customer management functionalities facilitating new business processes and capabilities for delivering sales and service system including client tracking and sales history data mapping / mining / profiling functionality.
    • The application also adhered to all GL accounting, and PCI compliance for credit card data management.

    GREATER TORONTO AIRPORT AUTHORITY
    Sept 2001 - Dec 2004

    Owner and manager of the Lester B. Pearson Toronto International airport with additional responsibility for the completion of a $4.5 billion Airport Development Program; one of the largest civil/building project in Canadian history.

    IT Program Manager
    Provided project/program management and leadership as related to the procurement and deployment of IT support systems and infrastructure, including physical space design, network connectivity, and workstations.

    Accomplishments
    • Conducted a complete IT&T systems audit for the opening of the new $4.5 billion Terminal One, ensuring that every major system deployment met with all of the defined operational business and project contractual requirements.

      The audit was to ensure that each major functional area, was:
      • Operationally ready for deployment, validating the responsible project manager’s maintenance agreements, support plans, system as builts, stakeholder signoffs
      • That everything contracted for, had in fact been received, and deployed as defined within the scope of the project charter
      • That all conceivable risks had been assessed, with operational and contingency plans in place for all viable situations

    • Developed from conception to operational deployment a Pre-Production Centre. The concept was crafted and proposed to the corporate VP, and Director Levels of the Company from which a $3.0m budget was approved for design, construction, and supportive infrastructure.

      Some interesting challenges were:
      • The new facility required an entirely new set of corporate and industry best-business practice guidelines to support its operational, systems transition and site specific security procedures.
      • As manager of the PPC, ensured that all systems, and system interdependencies were tried, tested and verified to meet both operational and contractual delivery requirements
      • The PPC facility was widely recognized as one of the most critical components in the successful opening of the new $4.5b Terminal One facility. Without this pre-production facility testing of countless systems, processes and operational interdependences many critical problems would not have been resolved prior to the opening of the new terminal, costing many millions and months of instability
    • As IT Program Manager of the Infield Hold Terminal (10th largest airport facility in Canada), oversaw a $1m deployment of workstations and network/infrastructure by multiple vendors. Satisfied the airports operational requirements on time and within budgetary constraints.

    • Completely reviewed and upgraded the airport’s Operational Readiness Procedures for consistency, repeatability, and industry best practices. Ultimately used lessons learned in future development projects and saved the corporation both financially and in project effectiveness and standardization.

    CALIFORNIA HEALTH & HUMAN SERVICES AGENCY
    April 2000 - Sept 2001

    (A UPP Business Systems Contract),
    IT consultant Provided technical experience and knowledge to develop a forward resolution to the performance and capacity problems affecting the related IT&T systems for these two jurisdictions.

    Accomplishments
    • Represented the State of California Health and Human Services Agency in the architectural/infrastructure review. Studied the feasibility of upgrading the ISAWS automated Welfare system which operates a 60% jurisdictional consortium of counties in the state of California.
      • Performed a complete systems audit of the ISAWS IT&T environment, this resulted in a much needed upgrade that provided state-of-the-art long-term solutions.
      • Participated in the vendor negotiation for a new $24m server solution for the ISAWS Health & Human Services jurisdiction. The originally vendor proposed solution was $60m.
    • Represented the State of California Health and Human Services Agency in the evaluation of a Statewide Automated Welfare System for Los Angeles County which was excessively over budget, experiencing severe detrimental performance problems, and months behind schedule.
      • Represented the State’s interests in Los Angeles County for a $100m vendor non-performance penalty decision, which resulted in the redesign of the vendor solution into a more viable and successful reconfiguration. This averted a very long and involved legal situation, and salvaged 8 years development by the county in its service to the 3rd largest such jurisdiction in the US.

    This Company developed specialized transaction software for clients in varying lines of business including police departments and freight shipping companies.

    Professional Services Consultant
    Provision of Technical expertise for Unix based system migrations to more modern architectures and ORACLE based database systems, thus extending the life expectancy of the related legacy based systems, and drastically reducing the operational costs of the systems by a factor or 10.

    Accomplishments
    Supported the migration of a legacy based Accounting application to a Unix based platform, which also involved the migration to an ORACLE database system. This created a more flexible and reliable environment than the older legacy based system provided

    Accomplishments
    • Developed highly specialized Custom Communications Software, which in turn was adopted by the computer software vendor as a standard word wide business solution for its own client base.
      • Managed a team of 10, developing the migration of MVS CICS applications in a multi-vendor situation.
      • Involved in extensive customization of CMS1100 and Telcon software packages to provide enhanced functionality and performance as required in a high transaction rate environment such as an airline
